Business Review
The Brief
The Client is an independent ‘not for profit’ company limited by guarantee with charitable status. They deliver sport and leisure management services and facility operations, under contract on behalf of the Local Authority. Like many other trusts and Councils their challenge to transform their organisation, ensuring sustainability in the long term whilst delivering against a backdrop of public funding constraints.
The Client wanted to commission consultants to undertake a detailed Business Review to identify future options that would help them to successfully meet their future business, service and financial challenges and support delivery of Council priorities.
The key objectives for the Client were to:
- Review all aspects of the operations with a particular focus on Efficiency, Income Generation and Quality of Service delivery.
- Identify options that would enable organisational and service efficiency to be increased, additional income to be generated and quality of service to be improved.
- Benchmark performance against others to identify learning opportunities
The Client was also keen to ensure that any options identified should be set in the context of a range of scenarios that reflect:
- The reducing level of funding that is paid by the Council as a management fee.
- The scope of services and activities that the Client currently have responsibility for delivering
- The range and condition of assets and facilities that the Client own or have responsibility for managing.
- Clarity around the services and outcomes that the Council wish the Client to deliver in the future to meet its priorities.
- Partnerships and Collaboration – where the Client should be developing and extending collaborative working, joint service planning and service delivery to optimise outcomes and avoid duplication and wasted resources.
- The demographic changes taking place across the authority
- The changing shape of demand for sport and physical activities
- The changing landscape of provision of Sports and Physical Activity facilities and services across the authority, both public, private and other
Our Approach
The approach we adopt for our Business Reviews is detailed, data driven and is underpinned by 30 years of hard earned experience in the industry. The study was undertaken in a number of incremental stages which contributed to the final analysis and reporting work. These stages included:

- Venue visits to provide understanding and further insight
